Vintage 16" Wood Boat Shuttle Spool W/Thread Metal Rod

Vintage Antique Wood Boat Shuttle W/Thread  & Metal Rod. This is from an estate sale and the person smoked. It measures about 16 1/2" long. There is something on the bottom but I am not sure what it say's. Looks like Outheri, 9S,1635, LLH, and something else I can't read. As shown in the pics there are 2 cracks in the wood.  The two ends are capped in metal looks like maybe brass. This could use a little cleaning.
